Mr. Barnhardt is a published author in every major industry trade publication including FHWA Public Roads, Asphalt Contractor, Better Roads, Army Engineer, Roads & Bridges and World Highways. Most recently he designed and delivered two comprehensive online certificate programs for Auburn University and University of Kansas. He is also currently designing and delivering instructor led training for the Northwest Environmental Training Center (NWETC), a non-profit organization in Washington State as well as and a series of online webinars for UC Berkeley ITS Tech Transfer.
Mr. Barnhardt is one of the few individuals in this nation with direct experience orchestrating the work for all three sub-disciplines in the FHWA/ARRA (Asphalt Recycling & Reclaiming Association) Basic Asphalt Recycling Manual (BARM) textbook. In addition to being one of the writers and contributing editors for the BARM 2012 textbook revision with the Pavement Recycling and Reclaiming Center at Cal Poly California, he also served as a subject matter expert for the NHI In-Place Recycling Technologies course revisions for Federal Highways Administration (FHWA) and AP Tech with Katie Zimmerman. (Mr. Barnhardt has taught each and every delivery of the original version of this NHI Workshop since it’s inception many years ago)
With over 30 years of heavy civil construction background, with the latter 17 years of that spent training owner agencies and graduate students at university level technical training programs, Mr. Barnhardt is also a former officer of an Atlanta based asphalt in-place asphalt reclamation firm. While at that firm he routinely bid upwards of 50 million dollars in-place asphalt recycling and pavement preservation work per year. What makes Mr. Barnhardt unique to the International Pavement Management Association is his ability to juggle three distinct hats all at the same time, academia, contracting and consulting.
When not in the classroom teaching other agencies how to perform the work, his crews can also be found training agency personnel on how to implement the Three Legged Stool approach to pavement management and/or providing expert pavement management services with his own firm, The Barnhardt Group. In this capacity they provide expert pavement management with all of the most popular pavement management products including MTC StreetSaver®, US Army Corp of Engineers/APWA MicroPAVER™ across America. Further, his firm helps agencies to select the most cost effective eco-efficient rehabilitation strategies based on their budgets, decision tree and pavement coring results from his firm.
