Among his research sponsors are the National Highway Cooperative Research Program (NCHRP), Metropolitan Transportation Commission in California (MTC), the Texas Department of Transportation (TxDOT), and the City of El Paso. Dr. Chang developed a multi-objective strategic management approach to achieve a level of service for a pavement network at the minimum cost for the Metropolitan Transportation Commission in California (MTC)
Dr. Chang is licensed as a professional engineer in Texas and active as a member of the American Society of Civil Engineering (ASCE). Dr. Chang is registered as international consultant at the Inter-American Development Bank, and he has participated as an expert in major international highway projects. Dr. Chang is the former Chair of the International Road Federation (IRF) Asset Management Task Force and currently serves as the Regional Coordinator for Latin America for the IRF Fellows Alumni Association. He is also the U.S. delegate for the Ibero-Latin-American Asphalt Congress (CILA), and the Chair of the International Committee on Implementation of Mechanistic-Empirical Pavement Design. Many training courses are offered internationally by Dr. Chang.

With a unique background in both private and public sector technical engineering projects and government contracts, Kevin has been integral to the development of many successful pavement preservation and asphalt recycling programs. His work in developing cutting edge preservation tools and programs has also been featured in many industry publications.
Kevin, his wife, Amy, and daughter, Mia, live in the Santa Ynez Valley just outside of Santa Barbara. He is also a co-founder and partner in Santa Barbara based Green Star Coffee, a leading supplier of Organic and Fair Trade coffee.
Ken Huisman, Mission Geographic President, Phoenix, Arizona
Over Ken’s career, he has supervised the creation of large and complex public infrastructure and Geographical Information Systems (GIS) databases for many municipal, state, and federal projects. During this time, Ken has seen his share of roads and public infrastructure across the country. He has been responsible for the inspection and condition assessment of well over 200,000 miles of North America’s pavements (that’s equivalent to traveling across the county over 67 times).
Ken has an extensive background providing Pavement Management Program (PMP) services and is proficient with most pavement management programs.

Tom Rocca has been an active member of the American Teleservices Association (ATA), now PACE Association, www.paceassociation.com, since 1987 and is a Past National Chairman. Since 1993, he has also been an active member of SOCAP International / Society of Consumer Affairs Professionals and is the Past President of the Georgia chapter and just finished his on the SOCAP National Board of Directors.
He also serves on ICSA’s (International Customer Service Association), www.icsatoday.org, a past Georgia Chapter President & still active on the National Board of Directors. As an industry expert, Mr. Rocca is a frequent speaker at regional customer service and consumer affairs seminars focused on contact center technologies and giving legislative updates. Mr. White has a B.S. degree in Mechanical Engineering from the University of Washington, where he specialized in Mechatronics (a combination of Computer, Electrical, and Mechanical disciplines). Prior to forming Pavia, Mr. White spent several years at the University of Washington working as a research engineer in the Civil Engineering department where he gained a new appreciation for infrastructure. He has knowledge and expertise in pavements, construction, and a variety of web-based technologies, as well as experience in e-learning course design, development, and distribution. Mr. White was responsible for the development of the Hot Mix Database, a web-based tool used to track and monitor hot mix asphalt construction projects that received the TRB K.B. Woods Award for Outstanding Construction Innovation. He was also instrumental in the development of Pavement Interactive, a web-based resource for all things pavement accessed by millions worldwide.
Mr. White is a Washington native and enjoys road trips where he can help passengers not in the business appreciate the marvels of our road network.

Mark speaks at state APWA events and Road Schools and serves on the Steering Committee of the National Center for Pavement Preservation’s Western U.S. Partnership.Mark is also the exclusive provider of continuing education on pavement preservation for the international organization – APRA – Association of Professional Reserve Analysts. This is the organization supporting private communities as they also budget and execute strategies to preserve their privately maintained pavement assets.
Mark has a business degree from Utah State University and serves as Vice President at Integrated Pavement Solutions (IPS) and Holbrook Asphalt Company.
